Research in the 1980s and 1990s provided information on how victims react to crime. Findings of this research have lead to significant changes in the criminal justice system. Victim reaction, however, has been a key factor in these changes. Two commissions were appointed in 1982 and 1984. Both commissions interviewed crime victims and others.
